Technology Acquisitions

Technology purchases—including products installed on University systems, accessed through the cloud, or distributed to the campus community—may present risks involving data security, privacy, system integration, compatibility, and accessibility. Technology includes, but is not limited to, freeware, software, cloud services, web development, applications, hosted licenses, database subscriptions, and software-enabled hardware such as kiosks.

All technology products and services must undergo a University-level technology review before purchase or implementation. The review helps determine whether the technology meets applicable security, privacy, accessibility, compatibility, integration, and regulatory requirements.

For technology procurements that require a contract

Procurement will coordinate this University-level technology review to evaluate whether required information technology, data security, and accessibility requirements are adequately addressed in the agreement. If deficiencies are identified, the gaps will be documented and the review groups may recommend corrective action or advise that the University not proceed with the solution. All contracts are to be submitted to the While completing the submission, follow these steps:   

  1. Complete all required fields
  2. Under the Reason for Submission, select both "University Signed Agreement Required" and "IT Review Required"
  3. Under Type of Contract, select "Technology (software/subscription/hardware)" from the drop-down menu
  4. In the Description section, provide the following information:
    • A description of the technology being procured or used
    • The purpose of the technology and why it is needed
    • The academic course in which it is needed (if applicable)
    • The funding source, such as State, Research Foundation (RF), Binghamton Foundation (BF), or another source (if applicable)
  5. In the Files section, upload the vendor's quote/order form and all related contract documents. (Note that only one document can be uploaded at a time)
  6. Under Advanced (Optional), move the toggle to Advanced and complete the Accessibility & Technology Questionnaire.

Acquiring technology that does not require a signed contract

The requesting department remains responsible for ensuring that University-level technology review is completed prior to the purchase or use of the product/solution to confirm compliance with University policies and applicable requirements. If deficiencies are identified, the gaps will be documented and the review groups may recommend corrective action or advise that the University not proceed with the solution. To initiate a review and determine whether the technology is compliant, secure, accessible, and supportable, submit a request to the  While completing the submission, follow these steps:   

  1. Complete all required fields
  2. Under the Reason for Submission, select "IT Review Required"
  3. Under Type of Contract, select "University-Level Technology Review Only" from the drop-down menu
  4. In the Description section, provide the following information:
    • A description of the technology being procured or used
    • The purpose of the technology and why it is needed
    • The academic course in which it is needed (if applicable)
